The ATF released a revised Form 4473 in August 2023. Use of the new form became mandatory in February 2024. Dealers who were still using old stock of the previous version after that date were in violation. Understanding what changed — and why — helps dealers stay current as the form continues to evolve.

The Key Changes in the 2023 Revision

The August 2023 revision made several notable changes to the form:

Why Using the Wrong Version Is a Problem

After February 2024, using a prior version of the form is itself a compliance violation. ATF auditors check form versions during compliance audits. If you have old forms in stock from before the August 2023 revision, they should not be used for transfers.

Check your stock. The version date appears on the bottom of the form. The current mandatory version is the August 2023 revision. If your forms show an earlier date, discard them and obtain current forms from the ATF website or your distributor.

Electronic vs. Paper Forms

Dealers using electronic e4473 systems should ensure their software has been updated to reflect the current form version. Software vendors are responsible for keeping their forms current, but dealers are ultimately responsible for using the correct version. Verify with your electronic system provider that you are using the August 2023 revision.

Staying Current Going Forward

The ATF periodically revises Form 4473. When a new version is released, there is typically a grace period before the new version becomes mandatory. Pay attention to ATF announcements and industry communications to stay ahead of form revisions.
