A Form 4473 does not always stand alone. Certain transactions require additional documentation to be attached to or filed with the form, and in some cases the absence of required supporting documents is itself a compliance violation. Understanding what documentation is required — and when — is an important part of complete 4473 compliance.

Proof of Residence Documents

When a buyer's government-issued photo ID does not show their current address — or shows an address in a different state than where the transfer is occurring — a secondary document establishing residence is required. Acceptable secondary residence documents include utility bills, bank statements, voter registration cards, vehicle registrations, and similar documents showing the buyer's name and current address.

Attach the secondary document to the 4473. When you accept a secondary residence document, make a copy and attach it to the Form 4473. The documentation that supported your compliance decision needs to travel with the form, not sit in a separate file where it cannot be connected to the specific transaction.

State Permit and License Documentation

Some states issue permits, licenses, or certifications that qualify as NICS alternatives or provide other compliance benefits under state law. When a buyer presents such a document, retain a copy with the Form 4473. The permit or license number should be recorded on the form in the appropriate field, and the underlying document supports that entry.

Military Orders and Documentation

As discussed in the military buyer context, active duty military members may need to provide documentation beyond their military ID to establish state of residence or eligibility for out-of-state long gun purchases. Military orders, housing documentation, or base identification all serve this function. Copies should be retained with the Form 4473.

Trust and Entity Transfer Documentation

For NFA transfers to trusts or other legal entities, documentation establishing the legal entity and its responsible persons should be retained with the associated Form 4473s. While the 4473 itself documents the transfer, the supporting entity documentation provides context for the transaction and may be required to complete the NFA paperwork accurately.

Organization is its own protection. A dealer who can immediately produce any Form 4473 along with all its associated documentation — on request, for any date — demonstrates the kind of organized record-keeping that ATF inspectors view favorably. Disorganized records, even if accurate, create the impression of compliance problems.

What Not to Attach

Not every document a customer presents needs to be attached to the 4473. The question is whether the document was used to make a compliance determination — establishing residence, verifying eligibility, or supporting a permit-based NICS alternative. Documents provided for unrelated purposes don't need to be retained with the form. Focus on what actually supported your compliance decisions.
