1. Agreement to Terms
These Terms of Service ("Terms") govern your access to and use of 4473 Pro, a web-based ATF Form 4473 compliance auditing service operated by StormPay Inc. DBA 4473 Pro ("Company," "we," "us," or "our"), a Tennessee corporation.
By creating an account or using 4473 Pro, you agree to be bound by these Terms. If you do not agree, do not use the service.
2. Description of Service
4473 Pro provides an AI-assisted compliance review tool designed to help Federal Firearms Licensees (FFLs) identify potential errors and omissions on ATF Form 4473. The service analyzes form images or PDFs submitted by the user and returns a compliance report.
4473 Pro is a compliance assistance tool only. It does not constitute legal advice, regulatory guidance, or a guarantee of compliance. The licensee remains solely responsible for all transfer decisions and regulatory compliance.
3. Eligibility
You must be a federally licensed firearms dealer (FFL) or an authorized employee of an FFL to use this service. By using 4473 Pro, you represent that you are authorized to handle ATF Form 4473 data in connection with your licensed business activities.
4. Subscription and Payment
4473 Pro is offered on a subscription basis, billed monthly or annually through our payment processor, Stripe. By subscribing, you authorize us to charge your payment method on a recurring basis.
- Subscriptions renew automatically at the end of each billing period unless cancelled.
- You may cancel your subscription at any time through your Settings page.
- Upon cancellation, your access continues until the end of the current billing period. No refunds are issued for unused subscription time.
- We reserve the right to change pricing with reasonable advance notice.
5. Anthropic API Usage
4473 Pro uses AI to process your form audits. By using 4473 Pro, you agree that:
- You are responsible for your Anthropic account and all usage charges billed by Anthropic.
- We are not responsible for Anthropic service outages, rate limits, or changes to Anthropic's pricing or policies.
6. Data and Privacy
- Form data: Forms submitted for auditing are processed in real time. Audit results — including verdicts and compliance notes — are stored in your account for up to 12 months to support your audit history and report generation features, then automatically deleted.
- Business profile: We store the business information you provide during onboarding (business name, FFL number, state, phone number) solely for the purpose of tailoring your audit results. This information is encrypted in our database.
- Account data: We store your email address and subscription status to manage your account.

10. Handling of Sensitive Report Data
Audit reports generated by 4473 Pro may contain personally identifiable information (PII) and other sensitive data derived from ATF Form 4473, including buyer names, identification numbers, and NICS transaction information. You are solely responsible for the secure handling, storage, and disposal of any reports downloaded from the platform. Your obligations as an FFL licensee regarding the safeguarding of Form 4473 data apply equally to any reports or exports generated from that data.
7. Acceptable Use
You agree not to:
- Use 4473 Pro for any unlawful purpose or in violation of ATF regulations.
- Submit forms containing data for any person other than in connection with a lawful firearms transaction at your licensed premises.
- Attempt to reverse engineer, copy, or redistribute the service.
- Share your account credentials with unauthorized persons.
- Use the service to circumvent any firearms law or regulation.
8. Disclaimer of Warranties
4473 Pro is provided "as is" and "as available" without warranties of any kind, express or implied. We do not warrant that the service will be error-free, uninterrupted, or that audit results will be complete or accurate in every case.
4473 Pro is not a substitute for professional legal or compliance counsel. AI-generated audit results may contain errors or omissions. The FFL is solely responsible for verifying compliance and making all transfer decisions.
9. Limitation of Liability
To the maximum extent permitted by law, StormPay Inc. DBA 4473 Pro shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of the service, including but not limited to regulatory penalties, license sanctions, or legal costs arising from any firearms transaction.
Our total liability to you for any claim arising from use of the service shall not exceed the total subscription fees paid by you in the three months preceding the claim.
10. Governing Law
These Terms shall be governed by and construed in accordance with the laws of the State of Tennessee, without regard to its conflict of law provisions. Any disputes shall be resolved in the courts of Montgomery County, Tennessee.
11. Changes to These Terms
We may update these Terms from time to time. We will notify you of material changes by email or by a notice within the application. Continued use of the service after changes take effect constitutes acceptance of the revised Terms.
